I'm not certain, but it may make sense if you change the sentence slightly. I would say, "Not one fish is native to this part of the world". From there, it becomes, "Not one fish in the aquarium is native to this part of the world". Then a slight change makes it "None of the fish in the aquarium is native....." In my opinion, the insertion of the phrase "in this aquarium" would not change "is" to "are". So yes, I think the book is correct.
