In army ait with hip fractures and they want to give me a chapter 11?

I came to Ait and found out I had bilateral femoral neck fractures. I was put in a wheelchair and sent on con leave. When I returned I was told I would be med boarded which around here takes about a year so I requested a chapter 5-17 instead. Now they want to give me a chapter 11 which I don't understand because im not a crap bag who couldn't adapt. I was just injured in my hips. How do I deserve that? Answers from people who understand the things I am talking about here please.
