Why do some people capitalize every word in their sentence?

People that speak English as a second or third language seem to do this, why is that? What countries are they primarily from? For people that are native English speakers that do this, what is the point of it? I've heard that titles to poems or songs should be written that way, and that some do it for emphasis???? Just curious if this is something new that has just come along or???
